Yesterday, everything in my cgi-bin went to d---------
It won't let me view files, edit, chmod - nothing. Gives me a "operation not permitted".
Help?

'Operation Not Permitted' can be the result of many causes. How do you connect to your server box ?
Through SSH, I would assume. Does it happen only to the cgi-bin? Check what the server writes about this from its messages file.
Usually in linux it is found here: /var/log
