I was sent on a quest to locate a software package that needs the following requirements:
1) Able to have multiple accounts.
2) Each account must have a secure web-based file upload/download feature. These files are unique to that account user and no one else (other than the admin) should have access to them.
3) Package should be either free or reasonably prices (read as affordable).
I'm sure that there is something like this available, but I am not really sure what it would be called. If someone has had experience with a particular software package, I would like to hear what they feel are the pros/cons of that package. I have no problems researching the software packages further (if I knew what they are called) to determine if they are what this person is looking for.

It sounds like web server. Try Apache. You can create more than one Virtual Host on single machine.
