Does anyone know if adsense or adwords policies prevent exit traffic from being used? And if not, isn't this a way to potentially multiply the ad serving opportunities? I realize that exit traffic is not popular with the public, so maybe the idea won't fly anyway. Any thoughts on this from the gurus?

I'm fairly sure that is not okay with adsense
