My site went live on Jan 01 - 2008. It already had PR3 to start with. After that I submitted the site to some quality directories including Business.com. I was fortunate enough to get most links with keyword in it.
However I still don't see the impact. How long will it take for my site to rank higer based on my keywords and to benefit from those keyword rich links ? Thanks

what do you mean the benefit? ou mean the site being indexed by google or to rank well? if you wana see if the site is indexed use site:www.site.com if you wanna see about the ranking then just search google and see if your websites position has moved up

I'm not sure why you are mixing up PageRank, with rankings and traffic. That's two questions.
The green bar isn't worth watching, but as you are interested I'll clarify that it updates about 3 or 4 times per year. However, those updates are showing data that is many months out of date, so the numbers are not worth paying attention to.
As for the real question; how long does it take for links to bring traffic and rankings? Well, if it is traffic from the site that is linking to you, then traffic can arrive from the moment the link goes live on the other site.
As for rankings, that's a lot more difficult, because Google doesn't include many types of links in their calculation of which links count towards your score. They especially discount links from bad neighbourhoods, junk directories, spammy sites, and many types of reciprocal links, and linking schemes. That's in addition to links which they believe were paid for, and aren't "natural".

It's worth setting up a spreadsheet in google docs, with a list of your key words / phrases.
That way you can log positions once a month and see how you are doing (or not doing), and also get potential issues thrown up.
I used to laugh at people who did this - but I've learned that the info is worth having, laughs or not!

Its not the PR but the incoming links.. So far there are about 160 pointing a link to me. But in Webmaster tools I see 13 links so far. My question is when will google show those in the inbound links and will the ranking start to climb up ?

also to add. My site was submitted to some good quality directories. Non spammy but paid listings of course. Excluding Yahoo.

The short answer is 'when they want to'.
There's no way to predict their spidering rota, nor when the new results are assimilated against the results of all the other sites.
And no guarantees. Imagine for a moment that every site is given a TOTAL score (not just page rank). Your score was 742, but with recent changes, you've gone up to 797. The site that was immediately above yours was 792 - but they've improved their TITLE, and they are now 798. Still above you.
It's only an illustration, as the score would need to be different for each keyword/phrase. But my point is that there are no absolutes, no future date when you can relax.
It's a process. You are where you are, and you just need to keep plodding along - just like the rest of us. No short cuts, no guarantees. And no predictions.
Having waffled all that, have you updated your site map lately?
And for 'new' sites, it can be months before things settle down.
