I have 2 sites on same IP C Block... If I move one to a diff C Block will bypass the google filter that is keeping out of the serps or is it too late?
I am thinking either they have banned it for life... or they check the C Block every time they visit the site. If the latter then I might have a chance. If the first scenario is true, I don't think I have hope.
Look forward to hearing your replies and maybe even experiences in doing the same thing.

What makes you think sharing an IP address is the reason for your lack of performance?
Do the site share content?
Do they have inbound links?
Can they be spidered?
Are they affiliate sites?
Do you purchase links?
Do you sell links?
and so on.
There are many reasons for non performance.

If your site is not listed, there is a reason for that.
If you simply change the hosting arrangement, the original problem will not magically disappear.
If you have a problem, find out what the problem is, and fix it. Google will usually take over from there - but if you have been 'breaking the rules', you may need to ask for reinclusion, and you may need too give Google an assurance that it won't happen again.
If the problem is not of your making, then once corrected, you should have no need to worry.
But re-hosting is like moving the deck chairs on the Titanic.

Even if you think that moving it will fix the problem, Google already knows the IP address that it resides at now.
What makes you think that they would "forget" that information?
They won't. They hang on to everything. Forever.

Yes to what G said. Moons ago as as green horn I made some boo boos and google was watching all my sites for a longgggggggggggg time. I did email them and explain the mistakes were done out of plain stupid mistakes, and they "forgave" me BUT watched me real close. Their memory would put an elephants to shame.
