It seems to be no longer possible to submit directory listings at Yahoo! en Español, as well as other Spanish-language Yahoo! Directories (notably, Mexico). The only Spanish-language Yahoo! Directory I've been able to find accepting submissions is Yahoo! España, which is decidedly different than the other two.
Is this a new development? I didn't realize that submissions weren't being accepted at Yahoo! en Español. Does anyone have any idea whether they will be at any point again in the future?
