Can anyone tell me where I can find java or HTML code to add an option for people to sign up to a mailing list to my web page?

You will need some sort of PHP or ASP script to do that.

You could outsource the service to someone like Topica. Alternatively, you could use something like formmail to enable visitors to enter their details and then 'submit' (e-mail) them to you.
