It's not as simple as reading one document, many people have been doing this for years, personally I have been doing this for 3 years and still learning
Best thing to do is to sign up to some SEO blogs, ask lots of targeted questions and being able to think up of plenty of ideas and theories behind things.

Also, create a site about a topic you like, and test things out

IMO, thinks from own experience.
Avoid those tactics which had not made any benefit.
and use those tactics in which you got succeded.
Every one has different way to work, seo is all about your own stratergy.

I'd agree with the above comments, it is not something you can learn by reading one book or similar. Even getting a very solid grasp on the basics will only get you so far, as said it also comes with experience, run a lab site or two and experiment yourself and most of all think outside the box, be observant.
I have been at SEO for three years now and started out reading forums, ebooks and similar while playing with my own sites for about 2 years before I was comfortable enough to take peoples money in exchange for my SEO services.
To this day I still read forums, updated books and so on, the day you stop learning about anything in life is the day you die. Pick a spot and just keep at it, I think having a genuine interest or passion is beneficial also as comapred to doing it for money or notoriety etc.
Mark.
