There are plenty of websites with poor IA, poor UA, duplicate content issues, non-optimum content, poor tagging, poor navigation, all things that can be fixed and which will make a difference.

Really it is a vital topic for discussion.
In my point of view Search Engine Optimization(SEO) plays a smart game to promote site into the Search Engines. Each and every site needs proper optimization whether it is a product sailing site or a informative site but optimization should be implemented.
If proper Optimization will do for a product sailing site then it will gradually boost it up into the search engines and it will gain a good market, same thing is applicable for informative site also.Keyword analysis plays a vital role for site optimization, proper keyword research according to local search will be more effective and it will gather lots of traffic for a site.

Thus we can say that for each and every site optimization is highly required.

In a perfect world, no, SEO would not be needed if your site has adequate and relevant content.

Granted, there's a lot of stuff we can do to make a site more "friendly" to SEs. But a lot of what people do is just trying to trick and manipulate the SEs.
