I know that spiders are incapable of filling out forms and the like. But if I have links that have been dynamically generated client-side by some simple javascript, are they capable of following these links?

It depends on what exactly is in the JavaScript source code.
They parse the source code as text. They don't actually run the script.
So, if there is a full URL in the source code they can see it.

I would call it hit or miss, it varies and to be honest shouldn't be relied on

One more thing is they don't pay too much attention to an external JS. They may read the inline JS. As dudibob says you should not rely upon the links inside a JS.

like we've said above, yes and no, it's something Google has been playing around with but (pretty sure) they haven't announced they can crawl JavaScript.
If you want the search engines to crawl those links in your JS then go for it, but don't rely on it
